Lukuvi orders speedy completion of Mtumba government city buildings

Minister of State in the Prime Minister’s Office (Policy, Parliament and Coordination), William Lukuvi, has directed contractors working on government buildings in Mtumba, Dodoma, to accelerate completion of the ongoing construction works, stressing that delays are unacceptable given that funds have already been disbursed by the government.

During his inspection tour on July 23, 2025, Minister Lukuvi expressed concern over the slow pace in finalizing the construction of ministry and institution offices in the designated Government City, which is being developed at a cost of TSh 738 billion.

“The government under the leadership of President Dr. Samia Suluhu Hassan has released all necessary funds. There should be no excuse. Push the contractors to complete the buildings on time so that public servants can relocate and begin offering services to the people,” Lukuvi said.

He instructed that the buildings be completed before October this year, underlining the importance of having ministries fully operational in Mtumba before the General Election.

“We envision a fully functioning Government City after the elections, where citizens can access services efficiently from all ministries under one roof,” he added.

Lukuvi applauded ministries that have already moved into Mtumba despite ongoing works, including the Ministry of Health, the Ministry of Constitution and Legal Affairs, and the Ministry of Education, Science and Technology.

He also reinforced the government’s directive that all ministries and institutions must procure furniture made in Tanzania, as outlined in their contracts.

“We want to see offices furnished with high-quality, locally made products. This supports local industries, promotes patriotism, and strengthens our national economy,” he noted.

Mr. Noel Mlindwa, Coordinator of the Government Relocation and Mtumba City Development Task Force, said the project involves 34 buildings for various ministries and government agencies. 

As of now, the overall completion rate stands at 92.2 percent, with 10 buildings fully completed and already in use by civil servants.

“The government has already provided TSh 544.7 billion for construction activities, and once complete, the total cost will reach TSh 738 billion,” Mlindwa said.

He added that the government is committed to making Mtumba a green city, with plans to plant over 253,000 trees around the area.

In support of infrastructure, the Acting Director of the Rural and Urban Roads Agency (TARURA), Eng. Benjamin Maziku, confirmed the completion of 59.1 kilometers of internal roads, including the installation of streetlights and security cameras.

“We’ve achieved 100 percent road construction. The lights have been installed and are currently undergoing testing. We have a five-year maintenance agreement with the contractor, which guarantees prompt response in case of technical issues,” Eng. Maziku explained.

The Mtumba Government City project is part of Tanzania’s broader initiative to centralize government services in the nation’s capital, reduce operational costs, and bring public services closer to citizens.
