Pretoria, South Africa. The African Tax Administration Forum (ATAF) has appointed Ms Mary Baine as its new Executive Secretary, effective July 1, 2025.
Ms. Baine, who currently serves as ATAF’s Deputy Executive Secretary, will succeed Mr Logan Wort, the organisation’s founding Executive Secretary who has held the position since 2009.
Her appointment was announced on Monday, with ATAF Chairperson Mr. Edward Kieswetter describing her as a seasoned leader with a deep commitment to advancing Africa’s tax agenda.
“Ms. Baine’s appointment marks a new and exciting chapter in ATAF’s journey,” said Mr. Kieswetter.
He added that “Her extensive expertise, demonstrated leadership, and unwavering dedication to the Forum’s mission uniquely position her to lead ATAF into its next phase.”
Before joining ATAF, Ms. Baine served in various senior roles in the Government of Rwanda, including Commissioner General of the Rwanda Revenue Authority and Permanent Secretary in the Ministry of Foreign Affairs.
Her leadership at ATAF will be instrumental in driving strategic planning, regional cooperation, and championing African voices in global tax discussions.
ATAF, which brings together 44 African tax administrations, plays a central role in building stronger tax systems across the continent.
It provides a platform for knowledge sharing, capacity development, and policy dialogue on regional and international tax matters.
Ms. Baine is expected to continue steering the organisation in support of Africa’s development goals, with a focus on fair, effective, and inclusive tax systems.
Meanwhile, ATAF has expressed deep appreciation to Mr Wort for his 15 years of service, during which the forum grew into a respected continental institution.
“Mr. Wort leaves a legacy of excellence, integrity, and impact,” said Mr. Kieswetter, adding that “As we welcome Ms. Baine, we look forward to building on this strong foundation.”
