Dr. Biteko highlights six CCM priorities achieved from 2020–2025

 Dodoma — Member of the Central Committee of the Chama Cha Mapinduzi (CCM) National Executive Council, Deputy Prime Minister and Minister for Energy, Dr. Doto Biteko, has said the progress report he presented marks the final implementation phase of CCM’s 2020 election manifesto.

Dr. Biteko delivered the report on May 29, 2025, during a special CCM National Congress held in Dodoma, on behalf of Prime Minister Kassim Majaliwa.

In his address, Dr. Biteko identified six key priority areas in the implementation of the 2020–2025 manifesto. These include protecting and strengthening the foundations of human dignity, equality, justice, and good governance to sustain national peace, unity, and solidarity.

He also cited the need to foster a modern, inclusive, and competitive economy driven by industrialization, economic services, and enabling infrastructure.

Another priority, he added, is transforming the agriculture, livestock, and fisheries sectors to ensure food security and self-reliance, while contributing significantly to economic growth.

 He emphasized the importance of expanding access to quality healthcare, education, water, electricity, and housing in both rural and urban areas, as well as generating at least eight million jobs in both formal and informal sectors to support youth employment.

Dr. Biteko further highlighted several major achievements under the Sixth Phase Government, including preserving national peace, unity, and cohesion, as well as honoring the Zanzibar Revolution and upholding the Union of Tanzania.

He noted that the government has continued to strengthen democracy, good governance, and human rights through actions such as lifting the ban on public political rallies and promoting media freedom to ensure timely public access to information.

“These achievements have been driven by President Dr. Samia Suluhu Hassan’s 4R philosophy Reconciliation, Resilience, Reforms, and Rebuilding,” said Dr. Biteko.

He stressed that the 4R philosophy has served as a guiding policy framework for rebuilding a more united, just, and sustainably developed Tanzania based on democratic principles and inclusive citizen participation.

During the meeting, Dr. Biteko also presented President Samia’s national and international achievements, particularly in the energy sector, where she has emerged as a continental leader in promoting clean cooking energy in Africa.

In her address to the Congress, CCM National Chairperson and President of the United Republic of Tanzania,Dr. Samia Suluhu Hassan, said the meeting was a key step in preparing for the October 2025 General Election.

“Tomorrow we will launch our new manifesto, which we will present to the people in our bid to earn another five-year term,” she said.

President Samia explained that the new manifesto includes the party’s priorities and that, before its launch, the party found it important to review the implementation of the current 2020–2025 manifesto.

Also speaking at the meeting, CCM Secretary General, Amb. Dr. Emmanuel Nchimbi, said the objective of the Congress was to receive the final report on the implementation of the 2020–2025 CCM Manifesto, launch the new 2025–2030 manifesto, and review proposed amendments to the CCM Constitution.

The high-level meeting, chaired by President Dr. Samia Suluhu Hassan, was attended by national political party leaders, ambassadors representing their countries in Tanzania, and delegates from CCM’s sister parties across Africa, China, North Korea, and Russia.
