The government has called on owners and operators of daycare centres to strictly adhere to the established procedures, regulations, and national guidelines governing the establishment and management of early childhood care and development facilities.
This call was made by Shabani Muhali, the Early Childhood Care, Development, and Education (ECD) Coordinator at the President’s Office – Regional Administration and Local Government (TAMISEMI), following the discovery that several daycare centres in Kigoma Region were operating without meeting the required government standards.
Speaking on behalf of a special monitoring and evaluation team during a field visit, Muhali noted that some centres were delivering care services without being guided by official policies.
He pointed out that many caregivers lacked formal training in early childhood development, and some centres operated without the nationally approved caregiver’s manual known as Mwongozo wa Mlezi.
“In light of these findings, the government has directed that all daycare centres providing early childhood services must be formally registered and operate in full compliance with official guidelines,” said Muhali.
“This is essential to ensure that children receive safe, high-quality care that supports their growth and development.”he added
The monitoring team visited several daycare centres in Kakonko and Kasulu districts in Kigoma Region and is continuing its assessment in Mbeya Region. The purpose of the visits is not only to evaluate the current state of service delivery but also to offer constructive advice on how to improve early childhood care, development, and education services in line with national standards.
