The government has suspended implementation of the driver demerit points system after drivers raised concerns over the new road-safety measure, with the Interior Ministry promising a fresh review involving key stakeholders.
Interior Minister Patrobas Katambi announced the suspension on Tuesday, September 29, 2026, when he met drivers at the Magufuli International Bus Terminal in Dar es Salaam following a strike that disrupted transport services.
Mr Katambi said the points system had not yet been formally implemented, describing its use so far as part of a trial process.
He directed that the system be suspended to allow for a comprehensive assessment, with drivers, vehicle owners and their representatives expected to submit their views.
“My directive and decision on this matter is that this issue should be suspended and a comprehensive assessment conducted, involving all these drivers through their leaders, starting with representatives of vehicle owners,” Mr Katambi said.
The decision followed concerns from drivers over the implications of the points system, particularly how traffic offences could affect their driving licences and livelihoods.
Mr Katambi said representatives who attended a meeting in Dodoma would also be allowed to present their views as part of the review.
“Today, September 29, all the leaders met in Dodoma. Some of those who attended were driver representatives, and they will give their views from that meeting,” he said.
The demerit points system is provided for under Government Notice No. 420. Under the framework, each driving licence is assigned 15 points, which are deducted depending on the type and seriousness of a road traffic offence committed by a driver.
The system is intended to strengthen accountability among motorists and improve road safety, but its implementation has raised questions among drivers and their representatives.
The suspension means the government will first assess the system and receive stakeholder input before deciding on the next steps.
For drivers, the review could clarify how offences will be assessed, how many points could be deducted for different violations and what consequences motorists could face after losing points.
The government has not announced a new date for implementation of the system.
