Samia reshuffles top government officials in latest civil service changes

President Samia Suluhu Hassan has made fresh changes to Tanzania's top civil service leadership, transferring and appointing senior government officials in a move aimed at strengthening public administration and improving service delivery across key ministries.

The changes, announced on Friday by Chief Secretary Ambassador Dr. Moses Kusiluka, affect the Ministries of Health, Constitution and Legal Affairs, and Foreign Affairs and East African Cooperation, as well as the Tanzania Forestry Research Institute (TAFORI).

Under the reshuffle, Dr. Seif Abdallah Shekalaghe has been transferred from the Ministry of Health to become Permanent Secretary in the Ministry of Constitution and Legal Affairs. 

He takes over from Dr. John Anthony Jingu, who was recently appointed Chief Executive Officer of the Judiciary of Tanzania.

Dr. Grace Elias Magembe has been appointed the new Permanent Secretary in the Ministry of Health, succeeding Dr. Shekalaghe. 

Before her appointment, Dr. Magembe served as the Government Chief Medical Officer, where she played a key role in overseeing public health policies and coordinating the country's healthcare services.

The President also appointed Charles Ngeleja Kadonya as Permanent Secretary in the Ministry of Foreign Affairs and East African Cooperation, responsible for East African affairs. 

He fills the vacancy left by Ambassador Stephen Patrick Mbundi, who was appointed Secretary General of the East African Community (EAC) in March this year.

In a separate appointment, Professor Verdiana Grace Masanja has been named Chairperson of the Board of Directors of the Tanzania Forestry Research Institute (TAFORI), bringing her extensive academic and research experience to the institution's leadership.

The Office of the Chief Secretary said the date for the swearing-in ceremony of the newly appointed permanent secretaries will be announced later.

The latest appointments are part of President Samia's continuing adjustments to the senior public service as the government seeks to enhance institutional performance and improve the implementation of national development priorities.
