The Government has released TZS 5.2 billion for the implementation of climate change adaptation projects under the Local Climate Adaptive Living Facility (LoCAL) programme, aimed at helping communities cope with the effects of climate change and improve livelihoods.
The funds will be implemented in Mkinga, Mafia, Mpwapwa, Kondoa, Chamwino, Mtwara, Mtama, and Kigamboni councils.
The projects are expected to support communities facing challenges such as drought, water shortages, and reduced agricultural productivity.
The Minister of State in the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG), Prof. Riziki Shemdoe, has instructed all councils to ensure the funds are used properly and reach the intended beneficiaries.
Prof. Shemdoe issued the directive on June 22, 2026 in Dodoma during a handover ceremony held at PMO-RALG, where he received a cheque worth TZS 5.2 billion from the United Nations Capital Development Fund (UNCDF) through its Executive Secretary, Mr. Pradeep Kurukulasuriya.
He stressed that the funds must be used strictly according to project plans to ensure communities directly benefit from climate adaptation interventions.
He said the success of earlier phases in Chamwino, Kondoa, and Mpwapwa has shown that proper implementation brings real impact at the community level.
“Councils must ensure these funds are used as planned so that citizens can fully benefit, just as we saw in the first phase of this programme,” he said.
He added that the strong performance of the first phase has led to the expansion of the programme into a new initiative known as SCALE, which is now being implemented in 54 councils across the country to reach more communities.
Prof. Shemdoe also encouraged development partners to continue working with the Government in supporting climate resilience efforts, saying PMO-RALG remains open to all partners who want to invest in community development.
He further noted that President Samia Suluhu Hassan’s economic diplomacy has helped attract more international support for climate change programmes and local development initiatives.
In Kondoa District, LoCAL Programme Coordinator Mr. Laurence Robert Mogela said the council has received USD 149,043 for the second phase, which will be implemented in Bumbuta Ward.
The project will support modern farming methods aimed at improving food security and increasing household incomes.
In Chamwino, District Environmental Officer Ms. Elizabeth Solwa said the council has received TZS 500 million for projects in Mtamalo and Mvumi Makulu wards. She said the projects will help communities improve their ability to adapt to climate change while strengthening local livelihoods.
In Mpwapwa District, LoCAL Coordinator Mr. Issa Abdallah Sepanja said the council has received TZS 491 million, which will be used in Godegode and Kitati villages.
The funds will support irrigation projects, including drilling water wells and constructing a 1,200-metre irrigation canal to boost agricultural production.
The Government said the programme is part of ongoing efforts to ensure that citizens at the grassroots level are better protected from climate shocks while improving access to reliable sources of income and food.
