Ministry of Lands unveils priorities for 2026/2027

The Ministry of Lands, Housing and Human Settlements Development has outlined key priorities for the 2026/2027 financial year, with a strong focus on accelerating land planning, surveying and ownership registration across the country.

Presenting the ministry’s revenue and expenditure estimates in Parliament in Dodoma on May 28, 2026, the Minister for Lands, Housing and Human Settlements Development, Dr Leonard Akwilapo, said the government will continue strengthening coordination and supervision of the land sector to improve service delivery and support national development.

Dr Akwilapo said the ministry will place greater emphasis on expanding land use planning, speeding up land surveying and increasing the issuance of title deeds to wananchi in both urban and rural areas.

He noted that the government will also continue enhancing the use of Information and Communication Technology (ICT) systems in delivering land-related services in order to improve efficiency, transparency and accessibility for citizens.

The minister further explained that resolving land disputes remains one of the ministry’s major priorities during the coming financial year. 

He said efforts will continue to survey village boundaries, strengthen district land and housing tribunals and promote the development of modern settlements and sustainable cities.

In addition, Dr Akwilapo said the government will continue implementing several strategic projects, including the National Programme for Land Use Planning, Surveying and Land Titling, as well as the Survey and Mapping Infrastructure Improvement Project.

He added that the ministry will also continue with urban upgrading projects aimed at transforming unplanned and deteriorating urban areas into better planned and improved settlements.

The minister also stressed the importance of strengthening management of the property sector and attracting more investment in the housing industry to support economic growth and improve living standards.

At the same time, the ministry plans to intensify public awareness campaigns to educate citizens on land ownership rights, land management procedures and the importance of securing legal ownership documents.

According to Dr Akwilapo, the implementation of these priorities is expected to enhance security of land tenure, reduce land conflicts and create an enabling environment for investment and orderly urban development across the country.
