TARURA builds capacity for experts on design and build project for AFCON roads in Arusha

The Rural and Urban Roads Agency (TARURA) has intensified efforts to strengthen the capacity of its engineers and key stakeholders involved in the implementation of the Design and Build project for roads leading to the AFCON stadium in Arusha City.

The three-day training, officially opened by TARURA Chief Executive Officer Engineer Victor Seff, brings together engineers from the President’s Office – Regional Administration and Local Government (PO-RALG), TARURA headquarters, regional and district offices, consulting engineers, and contractors engaged in the project.

Engineer Seff said the training is aimed at building a common understanding among all players on the proper execution of Design and Build projects to ensure efficiency, compliance with procedures, and timely resolution of challenges during implementation.

He noted that the training is also intended to enhance coordination and improve project delivery systems, ensuring that all stakeholders work with a unified approach in managing such large-scale infrastructure developments.

He emphasized that successful implementation of the project must strictly adhere to key standards including safety, social and environmental safeguards, time management, cost efficiency, value for money, quality assurance, and operational effectiveness.

According to him, this is a landmark project for TARURA since its establishment, as the agency has never handled a project of such magnitude. 

He said the initiative presents a critical opportunity to strengthen internal technical capacity and prepare the institution for future large-scale national projects.

Engineer Seff called on participants to take the training seriously, engage actively, and make use of the opportunity to deepen their technical understanding, stressing that the responsibility entrusted to them requires high levels of professionalism, discipline, and accountability.

He further instructed project supervisors to ensure strict adherence to timelines, insisting that the construction of the roads must be completed by May 2027 without any extension of time.

“The Government has placed its trust in TARURA to deliver this important national project for the benefit of the country. This requires commitment, dedication, and working tirelessly to ensure successful completion,” he said.
