Government reviews 2,562 contracts to protect public funds, Parliament told

The Government has reviewed 2,562 national, regional and international contracts between July 2025 and March 2026 in an effort to strengthen legal oversight, protect public resources and improve accountability in the implementation of development projects.

This was revealed by the Minister for Constitutional and Legal Affairs, Dr. Juma Zuberi Homera, when presenting the Ministry’s budget implementation report for the 2025/2026 financial year and the proposed budget estimates for 2026/2027 in Parliament in Dodoma on April 24, 2026.

Dr. Homera said the contract review exercise has been a key tool in safeguarding government interests by ensuring that all agreements entered into by the State comply with the law and are structured to deliver value for money.

He explained that the reviews have helped reduce risks of financial losses, strengthen transparency in public spending, and ensure that development projects are implemented on the basis of sound legal agreements.

In addition, the Office of the Attorney General completed the review of 396 Memoranda of Understanding (MoUs), which guide cooperation between the Government and various local and international partners.

Dr. Homera also informed Parliament that the Attorney General’s Office supervised 2,821 contracts signed between the Government and different stakeholders, ensuring proper legal compliance and implementation.

During the reporting period, seven requests for contract termination were received. Out of these, five contracts were advised to be terminated in line with their contractual terms, while two contracts were advised to continue under the existing conditions to ensure continuity of public interest projects.

The Minister further highlighted progress in resolving disputes outside court, saying the approach has saved significant public funds and reduced legal costs.

A total of 143 disputes and claims were handled through negotiations. Initially, the claims stood at Shillings 2.83 trillion. 

After negotiations, the amount was reduced to Shillings 2.18 trillion, enabling the Government to save Shillings 646.22 billion.

Dr. Homera said the outcome reflects the importance of using negotiation and legal expertise to resolve disputes efficiently while protecting taxpayers’ money.

He also reported that nine major contracts worth Shillings 7.48 trillion were successfully negotiated and signed during the period, supporting implementation of key national development initiatives.

The Minister commended the Attorney General, Hon. Hamza Saidi Johari (MP), for his continued cooperation and leadership in strengthening legal governance and supporting the Ministry in delivering its responsibilities.

The budget estimates and implementation report for the Ministry and its institutions for the 2026/2027 financial year were debated and approved by Parliament.
