Insurance commissioner officially opens TIRA strategic plan and budget preparation workship

The Commissioner of Insurance, Dr. Baghayo Saqware, on Tuesday, February 03, 2026, officially opened a workshop for the preparation of the Tanzania Insurance Regulatory Authority (TIRA) Strategic Plan and Budget for the 2026/2027 Financial Year.

The workshop is being held at the Mwalimu Julius Nyerere Leadership School in Kibaha, Coast Region, bringing together senior management officials, heads of departments and units, as well as staff from various TIRA offices and zonal branches.

Speaking during the opening session, Dr. Saqware emphasized the importance of involving all staff in the strategic planning process, noting that institutional success largely depends on the quality of planning and internal stakeholder participation.

He stated that the workshop provides an important platform for staff to conduct in-depth discussions on the Authority’s strategic priorities, assess challenges encountered during the implementation of the previous strategic plan, and formulate strong strategies that will enable TIRA to execute its mandate more effectively.

“We must ensure that our discussions are productive, inclusive, and innovative so that we can develop a Strategic Plan that will lead to a solid and implementable budget reflecting the actual needs of every department, unit, office, and zone,” said Dr. Saqware.

He further stressed that the upcoming Strategic Plan should take into account the evolving landscape of the insurance sector, technological advancements, and the expectations of key stakeholders, including citizens, investors, and financial institutions.

In his remarks, the Commissioner also commended the successful implementation of the previous Strategic Plan, noting that the achievements recorded have significantly contributed to strengthening the regulation and supervision of the insurance sector in Tanzania, increasing public awareness on the importance of insurance, and enhancing stakeholder confidence in insurance services.

He attributed these achievements to teamwork, accountability, and professionalism among TIRA staff, while encouraging them to maintain the same commitment during the implementation of future plans.

Dr. Saqware further highlighted that TIRA plays a crucial role in ensuring the growth of the insurance sector in line with national and international standards, while safeguarding the interests of insurance service beneficiaries across the country.

The workshop is expected to provide a new strategic direction that will enable TIRA to enhance efficiency in supervising the insurance sector, strengthen regulatory and monitoring systems, and promote innovation in service delivery.

Additionally, the session is anticipated to explore effective ways of strengthening collaboration between TIRA and insurance sector stakeholders, including insurance companies, agents, brokers, and financial institutions, with the aim of accelerating sector growth and increasing its contribution to national economic development.

Overall, the preparation of the Strategic Plan and Budget for the 2026/2027 financial year is expected to serve as a catalyst for institutional performance improvements within TIRA, while strengthening the role of the insurance sector in protecting assets, businesses, and the welfare of Tanzanian citizens.
