Ministry of Works and Legal Affairs, UDOM, and LSF sign strategic partnership to strengthen legal services

The Ministry of Work and Legal Affairs has formalized a strategic partnership with the University of Dodoma (UDOM) and the Legal Service Facility (LSF) aimed at strengthening the delivery of legal aid services across the country. The signing ceremony took place today in Mtumba, Dodoma.

Secretary General of the Ministry, Mr. Eliakim Maswi, described the agreement as a significant step in ongoing justice sector reforms. 

He noted that the collaboration addresses systemic challenges and reinforces legal structures to enhance efficiency and effectiveness.

“This is a critical policy, constitutional, and operational initiative designed to remove institutional barriers within the justice system. It reflects the Government’s commitment to ensuring equitable access to legal services,” Mr. Maswi said.

He acknowledged LSF as a strategic partner that has historically supported the Government, contributing to the development of the legal aid framework and capacity building for legal professionals. 

Under the agreement, investments will be made in continuous training, legal tools, ICT systems, office infrastructure, and transportation to strengthen service delivery.

The partnership with UDOM will focus on strategic areas such as legal education, research on access to justice, and the establishment of a Regional Legal Aid Center in Dodoma. The center will provide comprehensive legal services and act as a referral hub for the region.

LSF Chief Executive Officer, Ms. Lulu Ng’wanakilala, highlighted that the collaboration will support the sustainability of legal aid services through training, research, and public legal education initiatives.

UDOM Deputy Vice Chancellor for Academic, Research, and Consultancy Affairs, Prof. Razack Lokina, emphasized that the agreement strengthens the university’s role as a strategic partner in advancing legal education and governance. 

He noted that the initiative will enhance practical skills for law students, fostering professional and ethical legal practitioners.

The signing ceremony marks the beginning of a strengthened collaboration between the Ministry, UDOM, and LSF to improve the framework and delivery of legal aid services in Tanzania.
