The government has directed mining offices across the country to strengthen education for miners and gemstone traders on tax compliance and patriotism, saying the move is critical to boosting public revenue and strengthening discipline in the mining sector.
Deputy Minister for Minerals Dr Steven Kiruswa issued the directive on December 18 2025 during a working visit to the Mahenge Mining Zone, where he inspected mining activities at Epanko, including operations run by Ruby International and Flanone Ltd. During the visit, he also held discussions with miners to hear their challenges and concerns.
Dr Kiruswa said mining offices have a duty to ensure miners and traders clearly understand their tax obligations and the importance of contributing to national development through lawful practices.
He said improved awareness and compliance would help curb illegal activities such as mineral smuggling while ensuring the sector continues to make a meaningful contribution to the national economy.
Addressing the challenge of limited access to capital among small scale miners, Dr Kiruswa said the Ministry of Minerals has rolled out the Mining for a Brighter Tomorrow programme, which is expected to provide financial support and working equipment to miners. He said the programme gives special consideration to youth, women and people with special needs.
The Deputy Minister also met gemstone traders at the Mahenge Regional Gemstone Market, where he issued a stern warning against mineral smuggling and urged full adherence to laws regulations and procedures governing the mineral trade.
He said traders found engaging in smuggling would face tough legal measures including cancellation of licences and prosecution in court.
Ulanga District Commissioner Khamana Simba commended Dr Kiruswa for visiting the district and engaging directly with stakeholders in the mining sector. He said mining plays a key role in driving the district’s economy through employment creation and increased government revenue.
Mr Simba said the district administration would continue working closely with the District Security Committee and mining authorities to combat mineral smuggling and safeguard national resources.
Earlier, Dr Kiruswa visited the Mahenge Mining Zone office, where Resident Mining Officer Jonas Mwano presented a report on revenue performance and overall developments in the mining sector within the zone.
