Deputy Minister Kwagilwa continues working visit in Ubungo

The Deputy Minister of State in the Prime Minister’s Office responsible for Regional Administration and Local Government (PMO-RALG), Mr Reuben Kwagilwa, has directed the ministry’s Permanent Secretary to form a special team of experts to address challenges facing the Magufuli Bus Terminal so that it delivers maximum benefits to citizens, traders, the government and other stakeholders.

Mr Kwagilwa issued the directive on December 23, 2025, during a working visit to the Magufuli Bus Terminal located at Mbezi Luis in Ubungo District, Dar es Salaam, which he conducted on behalf of the Minister for PMO-RALG. 

He said the team should closely examine issues including revenue collection and expenditure at the terminal, complaints raised by citizens, small traders, and other stakeholders.


He emphasized that the team should include experts from the Dar es Salaam Regional Commissioner’s Office and other relevant stakeholders, with the aim of ensuring that the government’s intention of investing a large amount of public funds in constructing the Magufuli Bus Terminal is fully realized.

“The government invested heavily in this project to serve the public interest. It is therefore important that existing challenges are addressed in a coordinated manner so that the terminal operates efficiently and brings the expected benefits,” Mr Kwagilwa said.

Addressing concerns raised by residents regarding delays in the provision of the 10 percent council loans for youth, women and people with disabilities, Mr Kwagilwa assured citizens that President Samia Suluhu Hassan has already issued clear directives on the matter and that eligible groups will receive the loans.


Earlier, Ubungo District Commissioner, Advocate Albert Msando, said the district remains peaceful and that residents are continuing with their daily economic and social activities without disruption.

However, some residents and stakeholders used the visit to voice their concerns, including complaints that upcountry and cross-border buses are not parking at the Magufuli Bus Terminal as intended. Others also raised concerns over delays in the disbursement of council loans.

In a separate activity, the Deputy Minister inspected the ongoing construction of a bridge and road linking Goba at the Mkorea border to Madale. 

He instructed the contractor to speed up construction works to ensure the project is not adversely affected by the ongoing rainy season.
