Zanzibar President appoints new cabinet to boost governance and service delivery

President of Zanzibar and Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi, has unveiled a new cabinet aimed at accelerating development and ensuring efficient, transparent service delivery during the second term of the Eighth Government.

 The appointments reflect a strong focus on professionalism, integrity, and alignment with national priorities.

Speaking at the State House in Zanzibar, Dr. Mwinyi said the Revolutionary Government will now comprise 20 ministries, up from 18 in the previous term. 

The expansion is designed to improve oversight, enhance coordination, and strengthen governance across key sectors.


The President highlighted that the appointments take into account gender balance, representation from both Unguja and Pemba, and the professional experience of leaders in their respective fields. 

He also noted that four ministries – including Health, Tourism and Heritage, Trade and Industrial Development, and the Office of the First Vice President – remain temporarily vacant while consultations with the ACT Wazalendo Party continue to form a National Unity Government.


Dr. Mwinyi emphasized that Zanzibar is entering the era of the digital economy and that the government will continue investing in modern technological systems to enhance efficiency, creativity, and accountability in public service.

 He further announced the introduction of a performance evaluation system to ensure that leaders fulfill their responsibilities effectively, reinforcing transparency and accountability within the public sector.

The new cabinet is expected to be sworn in on Saturday, November 15, 2025, at the State House in Zanzibar, marking a fresh chapter in Zanzibar’s governance and development agenda.
