Kibaha Municipal Director, Dr. Rogers Shemwelekwa, has shifted focus toward empowering small traders through interest-free loans, stressing that access to finance rather than lack of effort is one of the biggest barriers limiting business growth in the municipality.
During his visit to Mnarani Loliondo Market on November 14, Dr. Shemwelekwa told traders that the Municipality is ready to inject more support into micro-enterprises, provided traders organize themselves effectively.
He noted that the 10 percent municipal loan fund for women, youth, and persons with disabilities remains underutilized because many traders are not forming the groups required to qualify.
“We have the funds. What we need are well-organized groups of at least five people so the loans can be issued,” he said.
“These loans are interest-free, and they are meant to help you expand your businesses. Please take this opportunity seriously.”he added
The Director said two officers—a Development Officer and a Business Officer—will now be stationed at the market to guide traders through group registration, loan applications, and business support services. This, he said, is aimed at removing bureaucratic barriers and bringing services closer to the people.
While peace and security remain national priorities, Dr. Shemwelekwa emphasized that economic empowerment at the local level is equally important in strengthening household resilience. He encouraged traders to build trust among themselves, collaborate more, and actively seek financial opportunities offered by the municipality.
Traders at the market welcomed the new approach, saying the decision to deploy officers directly to their working area will make it easier for them to form groups and access loans.
They also commended the municipality for the ongoing construction of a modern market, calling it a major boost for their operations.
“Bringing officers here is a great relief,” one trader said on behalf of others. “It shows the government understands our challenges and wants to support us.”
The visit marks a renewed municipal effort to strengthen small businesses, boost access to affordable finance, and accelerate local economic development within Kibaha.
