Government sets new direction for livestock and fisheries transformation

The Sixth-Phase Government has announced a renewed and more strategic focus on transforming the livestock and fisheries sectors, with the aim of increasing productivity, strengthening value chains, and positioning these sectors as drivers of national economic growth.

Speaking during the official opening of the 13th Parliament in Dodoma on November 14, 2025, President Samia Suluhu Hassan outlined a comprehensive roadmap that places modernization and market competitiveness at the center of sector reforms.

A major highlight of the plan is the expansion of designated grazing land from 3.46 million acres to 6 million acres. 

The President said this increase will reduce land-use conflicts and support a shift toward modern livestock keeping, where improved pasture production and planned grazing systems replace traditional methods.

To align Tanzania with international market standards, the government will continue strengthening livestock vaccination programs and animal identification systems.

 These measures aim to improve the quality and traceability of livestock products, enabling producers to access high-value markets.

President Samia also emphasized investments in improving livestock breeds, constructing watering dams, modern dips, and abattoirs, and enhancing supporting infrastructure.

 The strategy targets a stronger value chain in meat, milk, leather, and related products, ensuring higher output and improved quality.

In the fisheries sector, the government plans to accelerate the development of large-scale infrastructure to support deep-sea and freshwater fishing. 

The completion of the Kilwa Masoko deep-sea fishing port which is expected to generate nearly 30,000 employment opportunities is among the flagship projects. A new modern fishing port will also be constructed in Bagamoyo, linked directly to a fish-processing industrial hub.

To ensure sustainable management of marine resources, President Samia announced a review of fishing licenses to strengthen national benefits from deep-sea fisheries. 

The government will also expand access to loans for boats, fishing gear, cold storage facilities, and fish-drying infrastructure to support increased production and reduce post-harvest losses.

The President highlighted plans to scale up cage fish farming and pond-based aquaculture as part of efforts to boost fish production across regions.

 Addressing the challenge of fish feed scarcity, she said targeted investments will be made to increase local manufacturing and improve supply.

She added that the distribution of subsidized boats will continue to enable fishing in deeper waters and support the growth of the sector.

Closing her address, President Samia said the performance of her administration should be assessed not only through completed infrastructure but also through the overall progress and transformation achieved in the sectors.

Prime Minister Dr. Mwigulu Nchemba assured Parliament that the government will implement all directives outlined by President Samia, ensuring coordinated progress across the livestock and fisheries sectors.
