Samia revokes DART and UDART appointments, names new leaders

President Samia Suluhu Hassan has revoked key leadership positions in Tanzania’s urban transport sector after a recent strike by BRT commuters highlighted persistent service challenges in Dar es Salaam. 

The move signals the government’s recognition that effective leadership is critical for improving operational efficiency and restoring public confidence in urban transport services.

Dr. Othumani Kihamia, former CEO of the Dar es Salaam Rapid Transit Agency (DART), and Mr. Waziri Kindamba, former Director General of the Rapid Transit Bus Company (UDART), had their appointments canceled immediately. 

In their place, President Samia appointed Mr. Said Habibu Tunda as DART’s new CEO and Mr. Pius Andrew Ng’ingo as Director General of UDART. Analysts note that the new appointments are intended to bring strategic oversight, enhance operational accountability, and implement reforms that can directly improve commuter experiences.

The government’s statement emphasizes that the leadership changes are part of broader efforts to strengthen service delivery, ensure reliable urban mobility, and align management with Tanzania’s development priorities. 

By acting promptly after the strike, the administration demonstrates a commitment to citizen-focused governance and proactive problem-solving.

Sharifa B. Nyanga, Director of Presidential Communications at State House, confirmed the appointments in Arusha, highlighting that the changes take effect immediately. The move underscores the importance of competent management in sectors that directly impact daily life, signaling that poor performance will not be tolerated.
