Natural resources ministry trains agencies on strategic planning for national impact

The Ministry of Natural Resources and Tourism has launched a training programme on the preparation of the Strategic Plan for the period 2026/27–2030/31, targeting its departments, agencies, and training institutions, intending to ensure that both short- and long-term goals are developed with precision and deliver tangible results for the nation.

Opening the session in Dodoma on October 2, 2025, on behalf of the ministry’s Permanent Secretary, the Director of Administration and Human Resources, Bernard Marcelline, urged participants to apply their expertise in developing realistic and well-aligned strategies.

“As we all know, the strategic plans of our institutions do not stand in isolation. They are linked to the ministry’s strategic plan, national strategies, the Tanzania Development Vision 2050, the ruling manifesto, and other government directives. Therefore, while preparing your plans, you must take this broader context into account,” Marcelline said.

He stressed that the strategies under preparation will have a significant impact on society and Tanzanians at large, adding that it is the responsibility of every participant to contribute to the development of plans that serve both current and future generations.

For his part, the ministry’s Director of Policy and Planning, Abdallah Mvungi, who also facilitated the training, said the exercise was central to ensuring the availability of a well-structured roadmap aligned with national and sectoral goals. 

He noted that such planning would empower leaders and officials to make timely and well-informed decisions.

“Through this training, every participant will gain a deeper understanding of the strategic planning process, setting SMART objectives, and linking institutional plans with the national vision. It is a unique opportunity to enhance our capacity to implement development programmes effectively, ensure resources are utilised efficiently, and improve service delivery to stakeholders,” Mvungi explained.

Some participants commended the ministry for organising the training, noting that it would enable them to develop coherent strategies that support the successful implementation of the ministry’s and government’s broader development agenda.
