Tanzania harnesses technology to transform governance

Tanzania is taking a major leap in governance and public service delivery through the adoption of technology-driven monitoring and evaluation (M&E), Prime Minister Kassim Majaliwa has said.

Speaking on Thursday, September 11, 2025, while representing President Dr. Samia Suluhu Hassan at the Fourth National Monitoring, Evaluation, and Learning Conference at Malaika Beach Hotel in Mwanza, Majaliwa stressed that digital tools are crucial for improving accountability, transparency, and performance across government institutions.

He revealed that the government is fast-tracking the development of an Integrated Electronic M&E System, which will act as the central hub for tracking the performance of all government departments. The system is designed to provide real-time, accurate data that leaders, decision-makers, and citizens can use to monitor progress and make informed decisions.

“The government is committed to using data generated from M&E activities to guide planning, strengthen accountability, and ensure services reach citizens efficiently,” Majaliwa said.

The Prime Minister called on all departments to finalize preparations for the National Policy on Monitoring and Evaluation, which will lay the foundation for legislation to govern M&E activities across the country.

He also urged the African Evaluation Association (AfrEA) to continue supporting Tanzania’s Evaluation Association (TanEA) and Zanzibar’s Evaluation Association (ZaMEA) to lead innovations in data management, digital monitoring, and evaluation.

Minister of State in the Prime Minister’s Office for Policy, Parliament, and Coordination, William Lukuvi, highlighted that the new Government-Wide Electronic Monitoring and Evaluation System is already underway. 

The platform will collect data from multiple sources, process it, and provide comprehensive reports on government performance, enabling evidence-based decisions.

“The system will allow government institutions at all levels to access, analyze, and interpret data in real-time, enhancing efficiency, accountability, and public service delivery,” Lukuvi explained.

Parmanent Secretary of the Prime Minister’s Office, Dr. Jim Yonazi, added that the Government Performance Monitoring and Evaluation Department has become a national hub for building M&E expertise, helping public institutions improve their operations and share knowledge locally and internationally.

UN Resident Representative to Tanzania, Suzan Ngongi, praised the country’s use of transparency and digital tools in governance, noting that these initiatives have driven progress in education, health, infrastructure, and poverty reduction, positioning Tanzania as a model for East and Central Africa.

Majaliwa’s remarks highlight Tanzania’s commitment to using technology and data-driven approaches to strengthen governance, improve service delivery, and ensure citizens benefit directly from government programs.
