Dr. Biteko launches youth economic empowerment along EACOP Route

Deputy Prime Minister and Minister of Energy, Dr. Doto Biteko, has launched the Youth Economic Empowerment (YEE) program aimed at boosting the economic prospects of young people living along the East African Crude Oil Pipeline (EACOP) route. 

The initiative focuses on skills development, improved access to financial services, and removing barriers to entrepreneurship and self-employment.

The launch took place on August 18, 2025, in Bukombe Village, Geita Region. Dr. Biteko described the program as part of EACOP’s social responsibility during and after construction.

 The first phase targets over 12,261 youth, including 6,130 women, 4,905 men, and 1,226 individuals from special groups across Geita, Kagera, Tabora, and Tanga regions.

“Communities along the project route have the right to benefit from such developments. They also have a duty to protect and embrace the infrastructure as their own, as it contributes to improving livelihoods,” Dr. Biteko said. He urged youth to seize opportunities, work diligently, and act with integrity when given a chance.

Since the start of EACOP in 2022, the project has created 9,194 jobs for Tanzanians. In 2024 alone, 170 youth received specialized training and employment, 110 are pursuing further studies under the program, and 238 have received funding for higher education.

Deputy Minister for Labor, Youth, and Employment, Patrobas Katambi, said President Samia Suluhu Hassan has implemented strategic initiatives to ensure youth access to employment and capital. 

“The YEE program exemplifies these efforts, which have already empowered millions of Tanzanians, including women, youth, and special groups,” he said.

Geita Regional Commissioner, Martine Shigella, highlighted the benefits of EACOP, including job creation and business opportunities in food, vegetables, and fruit supply chains. She added that YEE enhances youth access to education and market-relevant skills.

Energy Ministry Secretary-General, Eng. Felchesmi Mramba, said Tanzania has invested TZS 1.12 trillion in EACOP, with 200 local companies involved, earning a combined TZS 1.325 trillion.

 He noted that the pipeline stretches 1,443 km and is part of 17 key energy projects in the country.

TPDC CEO, Mussa Makame, said community needs were identified and integrated into the program through close collaboration with local governments. 

Clare Haule, EACOP Investment and Community Engagement Manager, explained that YEE targets youth under 35, particularly in rural areas where unemployment and lack of capital remain major challenges.

The first phase covers Geita, Kagera, Tabora, and Tanga, while the second phase will expand to Singida, Shinyanga, Dodoma, and Manyara. 

The program aligns with EACOP’s Sustainability Policy under the “Next Generations” pillar, aiming to build youth capacity and expand economic opportunities in communities impacted by the pipeline.
