Minister hails Treasury Registrar’s role in public sector reforms

The Minister of State in the Prime Minister’s Office (Labour, Youth, Employment and Persons with Disabilities), Mr. Ridhiwani Kikwete, has commended the Office of the Treasury Registrar (OTR) for its leading role in transforming state-owned enterprises (SOEs), describing the reforms as critical in strengthening public institutions.

Hon. Kikwete made the remarks on Friday, July 4, 2025, while visiting the OTR booth at the 49th Dar es Salaam International Trade Fair (DITF), also known as Sabasaba. 

His comments reflect growing recognition of ongoing efforts to improve the performance and financial stability of public entities.

“We are grateful to the Office of the Treasury Registrar under the leadership of Mr. Nehemiah Mchechu for enabling public institutions to operate more efficiently,” said Hon. Kikwete.

He noted that the reforms align with the Sixth Phase Government’s agenda, led by President Samia Suluhu Hassan, to promote performance-based management and reduce reliance on government support.

“In the recent past, we have seen significant changes. Many institutions that were making losses are now recovering, and some are even contributing to the national budget,” he added.

According to Hon. Kikwete, several formerly struggling SOEs have now achieved financial self-sufficiency and are generating profits. 

This shift reflects the success of the government’s reform strategy, aimed at promoting accountability and improving service delivery.

One example is the Occupational Safety and Health Authority (OSHA), which contributed Sh10.4 billion to the Government Consolidated Fund in the 2024/25 financial year.

Other institutions showing strong performance include the State Mining Corporation (STAMICO), Tanzania Electric Supply Company (TANESCO), and the Tanzania Petroleum Development Corporation (TPDC). 


Their contributions have eased the financial burden on the central government while improving sector efficiency.

Mr. Kikwete also reaffirmed the government’s support for ongoing reforms. “Keep up the good work. If there are areas that need changes within institutions under my office, consider yourselves already supported,” he said.

His statement suggests a coordinated approach to reform across ministries, aimed at sustaining momentum and expanding impact.

Speaking on behalf of the OTR, Head of Public Relations and Communication Mr. Sabato Kosuri said the reforms have already delivered visible results.

“Efficiency has improved in many institutions — a good example is the Tanzania Ports Authority,” he said.

Mr. Kosuri noted that the authority’s contribution to the Government Consolidated Fund rose from Sh155.7 billion in 2023/24 to Sh181 billion in 2024/25. 

At the same time, it cut operating costs by Sh505.6 billion, marking a 46 percent improvement in efficiency.

This performance illustrates how targeted reforms can lead to both financial gains and better service delivery, reinforcing the case for continued transformation of public institutions.
