Govt applauds JKT’s cost-effective infrastructure model in Katavi

The Ministry of Finance has lauded the National Service (JKT) for its high-quality, cost-efficient execution of infrastructure projects under the Force Account arrangement at the proposed JKT Tanganyika camp in Katavi Region a move viewed as a benchmark for public project delivery across government institutions.

Speaking on behalf of the Permanent Secretary, Dr. Natu El-Maamry Mwamba, during an official visit to the site, Budget Commissioner Mr. Meshack Anyingisye commended JKT’s disciplined financial management and patriotic approach in implementing the multi-billion-shilling project without compromising standards.

"The structures developed here using the initial disbursement of TSh 2.5 billion reflect excellent value for money. In many instances, such an amount would be reported as depleted with little to show on the ground. What we’ve witnessed here is a model of accountability and efficiency," Anyingisye noted.

The Tanganyika camp, which is being constructed by JKT’s Milundikwa unit, is expected to cost over TSh 8.6 billion upon completion. 

It will become a fully operational military base capable of training more than 3,600 Form Six graduates annually, contributing to national efforts in youth training and productive engagement.

The Force Account method, which involves government institutions executing projects internally without tendering to third-party contractors, has gained traction in Tanzania for its ability to cut costs and accelerate project timelines. 

The Ministry of Finance says JKT’s success at Tanganyika is a strong case study for replication across other sectors.

"The discipline, transparency, and project outcomes here prove that when public funds are managed with integrity and expertise, infrastructure goals can be achieved faster and more affordably," added Anyingisye.

Representing the Chief of JKT, Major General Rajab Nduku Mabele, the Acting Head of Administration at JKT Headquarters, Colonel Juma Issa Mrai, expressed appreciation to the government for continued funding support.

“This project underscores JKT’s readiness to scale its training capabilities and contribute more effectively to national development through structured youth training and production,” said Colonel Mrai.

Providing a status update on the project, the Commanding Officer of 847 KJ–Milundikwa, Colonel Philemon Mahenge, said the initial funding had enabled construction of nine essential structures, including administration offices, dormitories, dining facilities, a clinic, and support infrastructure.

The site visit included key officials from both the Ministry of Finance and the Ministry of Defence and National Service. 

Among them were the Commissioner for Government Debt Management, Mr. Japhet Justine; Policy and Planning Commissioner, Mr. Obed Sayore; Acting Director of Agriculture, Livestock and Fisheries, Colonel Ephraim Kituhile; JKT Director of Finance, Lt. Col. Everine Kibisa; and Defence Budget Officer, Major Magreti Kakuru.

The new camp is expected to strengthen JKT’s contribution to Tanzania’s socio-economic transformation by equipping young people with discipline, skills, and a productive mindset, aligning with broader national development priorities.
