Minister for Works, Abdallah Ulega, has expressed satisfaction with the progress of the Dodoma Outer Ring Road construction project (112.3 km), which has now surpassed 85% completion.

Speaking today, May 21, 2025, during an inspection tour in Dodoma, Minister Ulega instructed engineers from the Tanzania National Roads Agency (TANROADS) to ensure strict supervision of the contractors so the project is completed on schedule and meets quality standards.

I am pleased with the progress made in both phases of the project. The government is committed to ensuring timely completion, and I have directed TANROADS to ensure that by the end of June, the project reaches at least 90% completion,” emphasized Minister Ulega.

Regarding the broader improvement of road infrastructure in the city of Dodoma, Minister Ulega revealed that the government plans to construct four- and six-lane highways from Chamwino State House to the city center. The project is currently in the final stages of the contractor procurement process.

He also announced plans to construct a modern interchange in the Ihumwa area to allow smooth traffic flow between the Magufuli Government City and Dodoma’s urban center, eliminating traffic congestion.

The Minister underscored the need for close collaboration between key infrastructure agencies TANROADS, the Tanzania Railways Corporation (TRC), and the Tanzania Ports Authority (TPA) to ensure the strategic project is completed efficiently and within the set timeframe.

During the same visit, Minister Ulega also addressed the status of upcoming flyover projects at Morocco and Mwenge in Dar es Salaam.

He reaffirmed the government’s commitment to the projects, noting that preparations are well underway and that technical procedures are being finalized.

I want to assure Tanzanians that the government remains committed to constructing the Morocco and Mwenge flyovers. According to our experts, all necessary arrangements are being completed, and the loan agreement with our development partner JICA is expected to be signed by July,” Ulega said.

Acting Permanent Secretary and Director of Roads at the Ministry of Works, Engineer Aloyce Matei, confirmed that the loan agreements for the flyover projects are anticipated to be finalized by July to pave the way for implementation.

On his part, TANROADS Director of Projects, Engineer Japheson Nnko, assured the Minister that the agency will ensure close monitoring of the contractors to guarantee timely and quality completion of the Dodoma Outer Ring Road project, in accordance with contractual terms.

He explained that the project is divided into two sections. The first segment, from Nala–Veyula–Mtumba–Ihumwa Dry Port (52.3 km), is being executed by China Civil Engineering Construction Corporation (CCECC) and is expected to be completed by July 2025.

The second segment, from Ihumwa Dry Port–Matumbulu–Nala (60 km), being handled by Avic International, is expected to reach completion by August 2025.
