Tanzania and Qatar Eye Strategic Skills Partnership Through Karwa Academy Engagement

In a forward-looking move to deepen bilateral ties and promote workforce development, Habibu Awesi Mohamed, the Tanzanian Ambassador to Qatar, held a strategic meeting today with the management of Mowasalat (Karwa) Academy in Doha. 

The visit marks a significant step towards formalizing Tanzania-Qatar cooperation in transport training, technical education, and human capital development.

Founded in 2007, Karwa Academy is widely recognized for delivering professional training in areas such as public transport operations, vehicle maintenance, and driver certification. 

The institution has also provided services to Tanzanian nationals—a contribution that Ambassador Awesi praised as a “gesture of true friendship and enduring solidarity.”

“We sincerely thank the State of Qatar and the management of Karwa Academy for their long-standing support to our nationals,” Ambassador Awesi said. 

“We are now eager to build on this goodwill by establishing formal institutional collaboration for mutual benefit,” he added.

During the high-level meeting at the Academy’s headquarters, Ambassador Awesi proposed concrete areas for cooperation. 

Chief among them was a call to link Karwa Academy with Tanzanian training entities such as the Vocational Education and Training Authority (VETA) and the National Institute of Transport (NIT)

He outlined a multi-pronged framework that includes staff exchanges, joint research, expatriate training modules, and long-term institutional attachments.

Ambassador Awesi also floated the idea of establishing a Karwa Academy branch in Dar es Salaam, emphasizing its potential to create localized training pipelines and fast-track employability. To that end, he invited a technical delegation from the Academy to visit Tanzania to assess potential areas of synergy.

“Our goal is to bridge the training and logistics gap while creating structured, transparent avenues for skills transfer,” the Ambassador said. 

This, according to him, will also make future recruitments smoother and more effective.

Representing the Academy, Mr. Mahmoud Ghalab, Senior Learning and Development Specialist, welcomed the proposals and expressed readiness to pursue formal partnerships.

“Karwa Academy is committed to expanding access to its training expertise beyond Qatar,” Mr. Ghalab affirmed. 

He added that “We see strong potential in Tanzania, and we are open to signing Memoranda of Understanding with key Tanzanian ministries and institutions.”

Ghalab outlined areas of immediate potential for collaboration, including facilitating the licensing of Tanzanian drivers in Qatar, offering tailored training programs for Tanzanian professionals, and supporting student exchanges. 

He also supported the idea of establishing a Karwa Academy branch in Tanzania, particularly in collaboration with the Prime Minister’s Office (Labour, Youth, Employment and Persons with Disabilities) and the President’s Office (Labour, Economy and Investment) of Zanzibar.

In a nod to the Tanzanian diaspora living in Qatar, both sides discussed tailored programs to support community empowerment. 

Among the ideas floated was a summer camp targeting children aged 6 to 14, designed to teach road safety, communication, and early exposure to career opportunities in the transport sector through interactive learning.

The meeting concluded with a reaffirmation of both countries’ desire to build practical, future-focused partnerships in line with their broader diplomatic and economic objectives.

“This is not just about institutional cooperation—it is about people, prosperity, and long-term progress,” Ambassador Awesi emphasized.

The initiative reflects a growing trend in Tanzanian diplomacy to use bilateral platforms as springboards for capacity building and inclusive development. 

With strong political will on both sides, the proposed cooperation could become a model for other countries seeking to align vocational training with global labor market demands.
