Kilimanjaro, May 13, 2025 — President Samia Suluhu Hassan has led Tanzanians in mourning the late Cleopa David Msuya, a former First Vice President and Prime Minister of the United Republic of Tanzania, during a funeral service held at the Evangelical Lutheran Church of Tanzania (ELCT) Usangi Parish in Mwanga District, Kilimanjaro Region.
The service was followed by burial at his home village of Chomvu.
In her address, President Samia expressed deep sorrow over the passing of a respected statesman who, she said, not only embodied high moral values but also laid a strong foundation for national development across various sectors, including politics, the economy, and social welfare.
“We thank God for the gift of life of our father, the late Cleopa David Msuya. Undoubtedly, you will agree with me that this man was a blessing not just to his family and community, but to the entire nation,” President Samia said.
She described Msuya as a man of integrity, diligence, and patriotism, who dedicated his entire life to serving the people of Tanzania.
She hailed his exemplary leadership, which began in 1956 when he joined public service as a Community Development Officer and continued until his retirement from active politics and public service in 2000.
President Samia noted that during his time as Minister of Finance—serving in different terms between 1972 and 1990—Msuya made a significant contribution to securing funding for development initiatives and supported the liberation struggles in southern Africa, including engaging in efforts to fund infrastructure such as the Tanzania-Zambia Railway (TAZARA).
The President highlighted Msuya’s visionary leadership in promoting professionalism and expertise in governance and policy decisions, stressing his integrity and efficient use of national resources.
“He believed that knowledge and expertise are crucial in bringing about development. He taught us that a good leader is one who listens to experts and makes wise decisions,” she added.
Even after retiring, Msuya remained a key advisor to national leaders. President Samia acknowledged having consulted him on various important national issues and said she would remember his wisdom and insights.
President Samia assured the nation that the legacy of Cleopa David Msuya would continue to inspire generations, calling on Tanzanians to honor his contributions by applying the lessons from his life to build a better future.
The late Cleopa Msuya passed away on May 7, 2025, due to heart complications at the Emilio Mzena Memorial Hospital in Dar es Salaam.
