The
program aims to enhance their ability to serve citizens effectively and address
critical issues such as land disputes.
Speaking
at the launch event on December 16, 2024, in Dar es Salaam, Chalamila
emphasized the need for integrity and accountability in leadership.
He urged the chairpersons to act as effective
links between the government and the public, focusing on delivering services
and resolving community challenges.
Chalamila
highlighted the importance of collaboration with religious leaders to promote
national peace and uphold President Samia Suluhu Hassan’s four core pillars
(R4s) of development to foster a better society.
He reminded the chairpersons that their
authority stems from the citizens who elected them and called on them to
prioritize community welfare, including social services, security, and safety.
The
Regional Commissioner also encouraged local government leaders to work closely
with street-level administrators and embrace innovation without disrupting
government financial systems. He stressed the importance of avoiding actions
that lead to land conflicts in their areas.
Dr.
Toba Nguvila, Dar es Salaam’s Regional Administrative Secretary, outlined that
the two-day training will be conducted across all districts in the region. The
goal is to equip chairpersons with the skills needed to serve their communities
efficiently.
Chalamila
concluded by directing regional institutions to organize additional training
for the chairpersons to familiarize them with institutional roles.
He
cited the Tanzania Revenue Authority (TRA) as a model for such initiatives,
with others like Dawasa and Tanroads expected to follow suit. "These
efforts will ensure better cooperation and understanding between local leaders
and institutions," he said.
