UCSAF, MUST seek to bridge Tanzania’s digital skills gap

The Universal Communications Service Access Fund (UCSAF) and Mbeya University of Science and Technology (MUST) are exploring a partnership to expand information and communication technology (ICT) training and research, as Tanzania seeks to strengthen digital skills and widen access to technology.

The proposed collaboration could bring together UCSAF’s role in expanding access to communication services and MUST’s expertise in science and technology education to develop skills and knowledge that respond to the country’s development needs.

The discussions were held when MUST Acting Vice Chancellor Prof Aloys Mvuma visited UCSAF and met its chief executive, Mr Mulembwa Munaku, to explore areas in which the two institutions could work together.

According to information released after the meeting, the talks focused on cooperation in ICT training, education and research, with the aim of combining the institutions’ expertise and resources to improve digital knowledge and skills.

The initiative comes as digital technologies increasingly shape access to education, employment, public services and business opportunities, making ICT skills an important part of Tanzania’s human capital development.

Stronger cooperation between universities and public institutions could help translate academic knowledge into practical skills, while research partnerships could support the development of solutions to local technological challenges.

For students and job seekers, expanded ICT training could create opportunities to acquire skills needed in a labour market increasingly influenced by digital systems. Businesses and communities could also benefit from wider access to technology and relevant technical knowledge.

UCSAF has a mandate to support the expansion of communication services, particularly in underserved areas. MUST, meanwhile, provides education and training in science, technology and related fields.

Combining these areas of expertise could help strengthen the link between digital connectivity and the ability of citizens to use technology productively.

However, the effectiveness of the proposed cooperation will depend on the programmes eventually introduced, the resources committed and the number of people who benefit from the training and research initiatives.

Details of specific projects, funding arrangements, implementation timelines and targets for beneficiaries were not provided in the information released after the meeting.

The discussions therefore mark an opportunity for the two institutions to develop practical initiatives that go beyond cooperation at institutional level and deliver measurable benefits to students, researchers and communities.

Such initiatives could include specialised ICT training, joint research and programmes designed to improve digital skills, although the institutions have yet to announce specific activities.

The outcome of the discussions is expected to help shape areas of cooperation between UCSAF and MUST in education, research and technology development.
