Public leadership is not always defined by the loudest voices or the highest profile. More often, lasting legacies are built by calm, humble and measured leaders who quietly transform institutions and drive meaningful change. Mtwara-Mikindani Mayor, Hon. Said Mohamed Zaid, exemplifies this approach, with a leadership style increasingly associated with discipline, accountability and tangible results.
Just months into office, Mayor Zaid has distinguished himself through his composed demeanour, approachable nature and unwavering commitment to delivering results. Though he maintains a low public profile, he has quietly emerged as a driving force behind several major development initiatives transforming the municipality.
Before venturing into politics, Mayor Zaid built his reputation in Tanzania's engineering and construction industry as the owner of a successful engineering company. His professional background equipped him with practical experience in project planning, contract management, quality assurance and efficient use of resources — skills that have become evident in his leadership at the Municipal Council.
His political journey gained momentum during the General Election on October 29, 2025, when residents of Jangwani Ward overwhelmingly elected him as their Councillor. His calm demeanour, professional integrity and development-oriented vision quickly earned him the trust of his fellow councillors.
That confidence was reaffirmed on December 4, 2025, during the inaugural meeting of the Mtwara-Mikindani Municipal Council. Presided over by Mtwara District Administrative Secretary and Returning Officer, Richard Mwalingo, the Council unanimously elected Hon. Zaid as Mayor for the 2025–2030 term.
Receiving all 24 votes cast by elected councillors, Hon. Zaid secured a rare 100 percent mandate, while Sixmund John Lungu, Councillor for Majengo Ward, was unanimously elected Deputy Mayor.
Addressing the council immediately after his election, Hon. Zaid thanked his colleagues for the trust placed in him and called for unity, teamwork and mutual respect in advancing the municipality's development agenda.
Those words have since been matched by action.
One of the most significant milestones under his leadership came on May 14, 2026, when Mtwara-Mikindani Municipal Council signed a contract worth over Sh500 million with Centroid Contractors Limited for the construction of a modern Municipal Administration Building.
The project represents far more than a new office complex. It symbolizes the beginning of a new chapter for the municipality, replacing the ageing administration building that has served the council since 1967 with a modern facility designed to improve efficiency, service delivery and working conditions for staff.
The contract, expected to be completed within 12 months, followed a transparent procurement process after the Council advertised the tender through the National e-Procurement System of Tanzania (NeST) on January 27, 2026.
Speaking during the signing ceremony, Hon. Zaid, accompanied by Municipal Director Mwalimu Hassan Nyange, challenged the contractor to complete the project within the agreed timeframe while maintaining the highest standards of workmanship and ensuring value for taxpayers' money.
It was a message consistent with his leadership philosophy — that development must be delivered efficiently, transparently and with uncompromising quality.
Responding on behalf of the contractor, Geradus Itogoza, Chairman of the Board of Directors of Centroid Contractors Limited, assured the council that construction would commence immediately and that the company was committed to delivering the project to the required standards.
Since assuming office, Mayor Zaid has remained at the forefront of supervising numerous municipal development projects, including the flagship Tanzania Cities Transforming Infrastructure and Competitiveness (TACTIC) Programme. His leadership has been instrumental in ensuring projects are executed according to plan, with strong emphasis on quality, accountability and timely delivery.
The TACTIC Programme is being implemented under a contract worth over Sh27 billion, signed on October 10, 2025, between Mtwara-Mikindani Municipal Council and M/S Serengeti Limited. The contract covers five strategic infrastructure projects designed to improve urban mobility, stimulate trade and provide lasting solutions to flooding. The projects are financed by the Government of Tanzania through a low-interest loan from the World Bank.
The projects include construction of the Chipuputa Main Bus Terminal, the Skoya Entrepreneurs' Mini Market, upgrading of the 2.4 km Samia City Road to bitumen standard, construction of the 3.38 km Chuno Road to bitumen standard, and development of the 1.73 km Kiyangu storm-water drainage channel.
For many residents and observers, the administration building project reflects Mayor Zaid's unique advantage as both an experienced engineer and a public leader. His technical understanding enables him to engage confidently with contractors, monitor implementation and insist on quality without losing sight of the broader public interest.
Colleagues describe him as a leader who listens before deciding, values consultation over confrontation, and believes sustainable development is achieved through cooperation rather than rhetoric.
Municipal officials also credit his leadership with strengthening teamwork between elected leaders and technical staff, creating an environment where development priorities are implemented with greater coordination and accountability.
As Mtwara-Mikindani continues its journey towards becoming a more modern, efficient and investor-friendly municipality, the administration building stands as a visible testament to a leadership style that prioritizes action over publicity.
At a time when leadership is often measured by public appearances and political statements, Hon. Zaid is demonstrating that humility, professionalism and quiet determination can be equally powerful instruments of change.
Away from public office, Mayor Zaid is a devoted family man and father of four — two boys and two girls. Those who know him say the same calm, humble and disciplined character that defines his public leadership is equally reflected in his family life.
His story is one of an engineer who chose public service over private comfort, a leader who won the confidence of every elected councillor, and a mayor whose calm demeanour continues to inspire confidence while laying the foundation for a stronger and more progressive Mtwara-Mikindani.
Mtwara's ongoing urban transformation reflects not only significant public investment but also the dedication of leaders who provide effective oversight to ensure projects are implemented as planned and deliver their intended benefits. Through his calm, humble and results-oriented leadership, Mayor Zaid has continued to inspire public confidence that the municipality's ambitious agenda is being executed with diligence, transparency and a clear vision for sustainable growth.
