The Government has called for stronger cooperation with development partners, greater transparency and accountability in the management of development resources to ensure that funding supports national priorities and delivers tangible benefits to Tanzanians.
The Government said development assistance must be properly integrated into national planning and budgeting processes to improve resource management, strengthen economic growth and accelerate the implementation of development programmes.
The message was delivered by Commissioner for External Finance in the Ministry of Finance, Mr Rished Bade, through a speech read on his behalf by Chief Finance Management Officer in the Ministry’s Budget Department, Mr Amede Andrea, during the opening of the 2026 orientation training on the Development Cooperation Framework (DCF).
The training was organised by the Ministry of Finance for Mainland Tanzania in collaboration with the Ministry of Finance and Planning of Zanzibar at the Ministry’s offices in Dar es Salaam.
Mr Bade said effective cooperation among the Government, development partners, private sector institutions and civil society organisations was essential to ensuring that resources committed to development translated into meaningful results for the country.
He emphasised that development assistance should reflect Tanzania’s priorities and be channelled through established government planning and budgeting systems, with proper oversight and accountability.
“A shared understanding of these systems and processes is essential to ensuring that development assistance is aligned with national priorities, properly incorporated into government planning and budgeting processes, and managed with transparency and accountability,” he said.
He noted that effective coordination among stakeholders would help improve the use of available resources and ensure that development initiatives contribute to the country’s economic and social progress.
Speaking at the conclusion of the training, Commissioner for External Finance in Zanzibar’s Ministry of Finance, Mr Yusuph Ibrahim, said the discussions had strengthened participants’ understanding of the importance of aligning development assistance with national priorities.
He said the training had also highlighted the need to improve government planning and budgeting processes while strengthening transparency and accountability in the management of development resources.
Mr Ibrahim urged participants to apply the knowledge gained in their respective institutions and maintain regular dialogue with other stakeholders to improve coordination and cooperation.
“I urge all participants to apply the knowledge gained in their institutions, sustain dialogue, improve coordination and strengthen partnerships to ensure that development cooperation resources contribute to achieving Tanzania’s development goals,” he said.
He added that sustainable development required strong partnerships built on mutual trust, shared responsibility and a common commitment to achieving national development objectives.
Stronger coordination, he said, would help ensure that development resources were used effectively and directed towards programmes that respond to the country’s priorities.
Speaking on behalf of Tanzania’s development partners, French Development Agency (AFD) Country Director in Tanzania, Ms Lise Breuil, thanked the Ministries of Finance of Mainland Tanzania and Zanzibar for organising the training.
She also pledged to act as an ambassador for the initiative among other development partners to encourage wider understanding and participation in the framework.
The engagement reflects the importance of maintaining strong working relationships between the Government and its development partners to improve the coordination and effectiveness of development assistance.
The 2026 training brought together directors responsible for policy and planning from the Government of the United Republic of Tanzania and the Revolutionary Government of Zanzibar.
Other participants included development partners represented through the Development Partners Group (DPG), the Tanzania Private Sector Foundation (TPSF), and the National Council of Non-Governmental Organisations (NaCoNGO).
The training provided a platform for government institutions, development partners, private sector representatives and civil society organisations to discuss ways of improving the coordination and implementation of development activities.
Its main objective was to strengthen stakeholders’ understanding of the Development Cooperation Framework and ensure that development assistance is effectively managed and contributes to Tanzania’s national development goals.
The Government’s emphasis on transparency, accountability and coordination highlights the importance of ensuring that development resources are managed responsibly and support programmes that advance the country’s economic and social development.
By aligning development assistance with national priorities and integrating it into government plans and budgets, the Government and its partners aim to strengthen the effectiveness of development initiatives and improve the results achieved from available resources.
For Tanzania, stronger development partnerships and improved resource management are essential to ensuring that cooperation translates into meaningful progress and lasting benefits for citizens.
