TISEZA trains investment officers to boost retention, expansion

The Tanzania Investment and Special Economic Zones Authority (TISEZA) has launched its second pilot training programme aimed at strengthening the capacity of investment officers to improve investor facilitation, retention and expansion in the country.

The five-day programme, which began on September 2, 2026, at Vizano Hotel in Dodoma, has brought together more than 100 investment and trade officers from Local Government Authorities and registered Investment Service Providers.

Held under the theme “Effective Investment Facilitation for Investment Retention, Expansion and Economic Transformation,” the training is designed to equip investment facilitators with practical skills to support investors throughout the investment cycle.

This includes handling initial inquiries, facilitating project establishment, resolving operational challenges and providing aftercare services aimed at retaining existing investors and encouraging them to expand their businesses.

TISEZA said attracting investment was only the first step, noting that effective facilitation was critical in turning investor interest into operational projects while sustained aftercare could build confidence and encourage reinvestment.

“Strong investor aftercare can encourage reinvestment and expansion, create jobs, strengthen local value chains and contribute to wider economic transformation,” the authority said.

The first day of the programme brought together global investment perspectives, private-sector experience and practical approaches to investment facilitation, with technical support from UN Trade and Development (UNCTAD) and the Tanzania Private Sector Foundation (TPSF).

Participants also identified key bottlenecks affecting investment services across institutions and discussed practical measures to address them.

Among the areas receiving attention were institutional coordination, legal and regulatory clarity, teamwork, innovation, problem-solving and the use of digital tools to improve investment facilitation.

The training comes as Tanzania seeks to strengthen its investment environment and ensure that investors receive coordinated and responsive services from the national to the local government level.

Through its Training and Capacity Building Academy, TISEZA said it would continue building a more coordinated and investor-focused facilitation system capable of supporting investment retention, business expansion and sustainable economic transformation.

The initiative is also expected to strengthen the role of investment officers as a link between investors and public institutions, particularly in addressing administrative and regulatory challenges that can affect the establishment and growth of businesses.
