The Tanzania Rural and Urban Roads Agency (TARURA) has intensified efforts to strengthen accountability and professionalism by training its senior management and regional managers on the Public Service Code of Ethics ahead of the implementation of the 2026/27 financial year budget.
The training, held in Dodoma during a four-day management workshop that began on July 21, aims to reinforce compliance with public service laws, regulations and administrative procedures as the agency prepares to execute its development plans.
TARURA Director of Support Services, Ms Azimina Mbilinyi, said the programme was designed to remind the agency's leadership of its obligation to uphold ethical standards in the discharge of public duties.
She said adherence to the legal and ethical framework governing public service is essential for strengthening institutional accountability and improving service delivery to citizens.
The session was facilitated by Mr Hassan Kilenza from the President's Office – Public Service Management and Good Governance, who underscored the role of ethical leadership in delivering government priorities.
He said public servants are central to implementing national development programmes, driving economic growth, improving public services and maintaining peace and stability.
"Without integrity and strict adherence to the Public Service Code of Ethics, it will be difficult to fully realise the government's national development objectives," Mr Kilenza said.
He outlined key principles of the code, including delivering quality services, loyalty to the government, diligence, impartiality, integrity, accountability to the public, respect for the rule of law and responsible management of official information.
The ethics training formed part of the agency's wider management workshop, which also covered the implementation of TARURA's staff training plan, the e-Mrejesho feedback management system and the Public Employees Performance Management Information System (PEPMIS).
The workshop is intended to equip the agency's leadership with the skills and governance standards needed to support effective implementation of the 2026/27 budget and enhance service delivery across the country's rural and urban road network.
