Vice-President Emmanuel Nchimbi has said President Samia Suluhu Hassan remains committed to delivering a new Constitution, arguing that the inclusion of the pledge in the ruling Chama Cha Mapinduzi (CCM) election manifesto reflects the government's intention to implement the long-debated reforms.
Speaking on Friday, July 24, 2026, while opening the 15th General Assembly of the Tanzania Human Rights Defenders Coalition (THRDC) at the Mlimani City Conference Centre in Dar es Salaam, Dr Nchimbi said constitutional reform has been a subject of national debate since the reintroduction of multiparty politics in 1992.
He said the Sixth Phase Government had made a commitment to pursue the process and urged Tanzanians to support the agenda so that it could be realised during the current administration.
Dr Nchimbi said political will from the Head of State is essential for constitutional reform to succeed, noting that under Tanzania's constitutional framework, the President ultimately makes executive decisions after receiving advice from the Cabinet.
"The most important factor in obtaining a new Constitution is the political will of the President in office," he said, adding that Cabinet ministers advise while the President makes the final decision.
He also recounted discussions held during the drafting of the CCM election manifesto, saying members of the manifesto committee recognised public demand for a new Constitution but sought assurance from the party's presidential candidate that the pledge would be implemented before it was included.
According to Dr Nchimbi, President Samia supported incorporating the commitment into the manifesto, citing a promise she had previously made following recommendations of the Presidential Task Force on Criminal Justice Reform.
The Vice-President also underscored the importance of justice in safeguarding national peace and stability, saying the government would continue to uphold citizens' rights and ensure people live in safety and without fear.
