HR Officers told to follow public service rules to improve service delivery

Administrative and human resource officers have been urged to strictly adhere to public service regulations and guidelines as the government seeks to strengthen efficiency, accountability and service delivery across public institutions.

The call was made by Minister of State in the President’s Office for Public Service Management and Good Governance, Ridhiwani Kikwete, during the opening of the Annual Conference of Administrative and Human Resource Officers in Dodoma on Monday.

The meeting, held at the General Mabeyo Hall, brought together human resource and administrative officers from ministries, government departments, independent public institutions and local government authorities to discuss professional challenges and identify solutions aimed at improving performance in the public sector.

Mr Kikwete said compliance with public service laws, regulations and operational guidelines remains crucial in ensuring that government institutions deliver services efficiently and respond effectively to the needs of citizens.

He noted that administrative and human resource officers play a central role in managing public servants and ensuring that government policies are implemented in line with established procedures.

The minister also called for stronger communication and coordination between government institutions and the President’s Office for Public Service Management and Good Governance, saying improved collaboration would help address workplace challenges more quickly and effectively.

As the government continues its drive towards digital transformation, Mr Kikwete encouraged officers to make full use of information and communication technology systems developed by the government to enhance productivity and improve service delivery.

According to him, digital platforms have become indispensable tools for strengthening accountability, streamlining administrative processes and improving the management of human resources in the public service.

He further credited the government’s ongoing reforms for improvements recorded in the public service sector, including the development and upgrading of personnel management systems, staff promotions and the settlement of salary and leave-related claims.

“These achievements reflect the government’s commitment to improving the welfare of public servants while enhancing the quality of services delivered to Tanzanians,” he said.

The annual conference, organised by the President’s Office for Public Service Management and Good Governance, provides a forum for professionals in administration and human resource management to exchange experiences, discuss emerging issues and explore ways of improving performance across the public sector.

The discussions are expected to contribute to broader efforts to modernise public administration and strengthen institutional capacity as the government pursues reforms aimed at improving service delivery and governance.
