ICT Ministry exceeds revenue target boosts digital services growth

The Ministry of Information, Communications and Information Technology has recorded a strong financial and operational performance, surpassing its revenue collection target for the 2025/2026 financial year by 33.5 percent, a development that reflects the growing strength of Tanzania’s digital economy and improved public infrastructure.

Presenting the ministry’s budget speech for the 2026/2027 financial year in Parliament in Dodoma on April 30, 2026, Minister Angellah Kairuki said the achievement demonstrates the impact of government investments in expanding digital connectivity and improving ICT services across the country.

The ministry had set a target of collecting 120.37 billion shillings through services offered by the National ICT Broadband Backbone. 

However, by March 2026, actual collections had reached 160.70 billion shillings, equivalent to 133.5 percent of the target.

Minister Kairuki said this performance has been driven by the expansion and improved efficiency of the National ICT Broadband Backbone, which has increased access to affordable and reliable communication services for citizens, businesses, and government institutions.

She noted that the backbone now connects 86 districts across Tanzania, significantly improving internet access, data transmission capacity, and reducing the cost of communication services. 

This expansion has made digital services more accessible to ordinary citizens, schools, hospitals, and businesses.

According to her, improved connectivity has led to increased usage of ICT services nationwide, directly contributing to higher government revenue while also supporting innovation, job creation, and service delivery in key sectors.

On expenditure, the ministry reported that between July 2025 and March 2026, it received and utilized a total of 147.77 billion shillings, representing 50.6 percent of its annual budget.

Out of this, 7.88 billion shillings was used for recurrent expenditure, including 4.10 billion shillings for staff salaries and 3.78 billion shillings for daily operational costs that support service delivery.

A total of 139.89 billion shillings was allocated to development projects aimed at strengthening ICT infrastructure. 

Of this amount, 55.41 billion shillings came from domestic sources, while 84.48 billion shillings was provided by development partners.

The ministry emphasized that continued investment in ICT infrastructure is directly improving the lives of citizens by making government services more efficient, expanding digital access, and supporting economic opportunities in both urban and rural areas.

The government has reaffirmed its commitment to ensuring that all investments in the ICT sector deliver real value to citizens, with a focus on strengthening digital inclusion, improving service delivery, and accelerating Tanzania’s transition into a fully digital economy.
