Government strengthens cooperation with NGOs to boost inclusive development

The Government has reaffirmed its commitment to strengthening cooperation with non-governmental organisations (NGOs) in the country, with a focus on ensuring that their work aligns with national development priorities and directly benefits citizens through improved and inclusive service delivery.

The commitment was expressed by Acting Assistant Commissioner for External Finance at the Ministry of Finance, Joseph Haule, while opening a one-day workshop aimed at strengthening understanding and sharing experiences between the Government and NGOs. The meeting was held at Edema Hotel in Morogoro Region.

Haule said the engagement was part of the Government’s continued efforts to improve coordination with development partners, including NGOs, in order to enhance efficiency and impact in the implementation of community development projects across the country.

He emphasized that NGOs remain key partners in delivering essential services to communities, particularly in areas where government presence needs to be complemented or extended.

“The Government of Tanzania continues to ensure that development reaches all citizens in an inclusive and sustainable manner. NGOs play a very important role in complementing government efforts, especially in reaching communities and supporting service delivery in various sectors,” he said.

Haule added that for the partnership to be more effective, there is a need for all stakeholders to have a clear and shared understanding of the systems, procedures, and guidelines that guide development cooperation and project implementation.

He pointed out key frameworks that stakeholders must understand, including financial compliance guidelines for cooperation with NGOs, the Government budget framework, and coordination guidelines for development partners. 

He said the workshop was expected to build a common understanding that would improve implementation and results on the ground.

The workshop was also highlighted as an important platform for identifying challenges and areas that need improvement in order to strengthen transparency, accountability, and efficiency in the delivery of development projects.

Haule further said the Government expects the discussions to produce practical recommendations that will help improve working relations between the Government and NGOs, while ensuring that resources are used effectively to achieve real impact for citizens.

Participants at the workshop welcomed the initiative, saying it was a strategic step that strengthens cooperation between the two sides and helps expand service delivery to areas where government reach is still limited. 

They noted that NGOs play a vital role in reaching remote and underserved communities and supporting national development efforts at the grassroots level.

They also called for such engagements to be held regularly, saying continuous training and dialogue will help build stronger capacity among stakeholders and ensure long-term cooperation that delivers meaningful social and economic change for citizens.

The one-day workshop was organised by the External Finance Department of the Ministry of Finance. It brought together NGO representatives from Mbeya, Iringa, Njombe, Katavi, and Morogoro regions, with the aim of strengthening understanding and improving coordination in development cooperation across mainland Tanzania.
