Zanzibar President and Chairman of the Revolutionary Council, Dr Hussein Ali Mwinyi, has underscored the importance of stronger collaboration between the public and private sectors in implementing the Second Blueprint for Regulatory Reforms to Improve the Business Environment and Investment (MKUMBI-II).

He said the initiative is a key instrument in accelerating the country’s journey toward the National Development Vision 2050.

Dr Mwinyi made the remarks on March 27, 2026 while officiating at a meeting to review the draft of MKUMBI-II at the Julius Nyerere International Convention Centre (JNICC) in Dar es Salaam.

He noted that Tanzania’s ambition to attain a high-income economy by 2050 will require sustained economic growth averaging about 10 percent annually, supported by increased investments in productive sectors of the economy.

According to him, the government has already taken several steps to improve the business environment, including reviewing laws and regulations, reducing various levies and taxes, and strengthening infrastructure and information and communication technology systems.

“These efforts have started to yield positive results, particularly in attracting investment and expanding employment opportunities,” he said.

Dr Mwinyi added that the success of MKUMBI-II will largely depend on collective responsibility, continuous collaboration between the public and private sectors, and effective adoption of modern technologies.

He therefore called on stakeholders to provide constructive views and recommendations to enrich the draft before it is formally adopted and implemented.

The meeting brought together government leaders, private sector representatives and development partners to review the proposed reform blueprint aimed at further improving Tanzania’s business and investment climate.
