JICA Tanzania mpowers women and gorls for social change


Japan’s development agency is promoting women’s empowerment in Tanzania through a sports initiative that aims to advance gender equality and inspire social change as the world marks International Women’s Day.

The Japan International Cooperation Agency (JICA) says its “Ladies First” programme seeks to empower women and girls by creating opportunities for them to participate in sports, build confidence and develop leadership skills.

JICA, the implementing agency of Japan’s Official Development Assistance (ODA), has carried out development cooperation in Tanzania since 1962 across sectors including education, infrastructure and social development.

The initiative was highlighted during the seventh Ladies First Women Athletic Event held on Nov. 29–30, 2025 at Benjamin Mkapa Stadium in Dar es Salaam, where women athletes gathered to compete and promote female participation in sports.

JICA says the programme is guided by a framework known as “LADY,” which outlines four objectives aimed at strengthening women’s roles in sports and society.

Under the framework, “Leadership” focuses on encouraging women athletes to become role models and leaders in their communities. “Achievement” aims to provide a platform where athletes can showcase their talents and gain recognition through competition.

The “Development” component promotes the physical, mental and social growth of women and girls through sports activities, while “Your Turn” seeks to encourage broader participation and reinforce the message that women should take an active role in shaping society.

The initiative also aligns with global efforts to promote gender equality, particularly Sustainable Development Goal 5, which calls for the empowerment of women and girls.

Through programmes such as Ladies First, JICA says it aims to support inclusive development in Tanzania while encouraging young women to pursue opportunities in sports and leadership.
