The National Environmental Management Council (NEMC) has today, February 9, 2026, closed the HOOTA plastic waste recycling factory in Vikindu Ward, Pwani Region.
The move comes after the factory was found operating without following proper environmental regulations.
Speaking after a thorough inspection, NEMC’s Legal Implementation Manager, Engineer Luhuvilo Mwamila, said the factory faced serious environmental and safety issues.
“The factory started operations without conducting an Environmental Impact Assessment and does not have a valid environmental certificate. It is located in a residential area, putting nearby residents at risk,” he said.
He added that the factory also lacked proper technology to control chemical emissions, did not provide safety equipment for workers, and was releasing untreated wastewater into local communities.
“Previously, we inspected the factory and issued instructions to comply with environmental standards, but they were not followed. That is why we have taken this action,” Engineer Mwamila explained.
The Acting Eastern-Southern Regional Manager of NEMC, Mr. Noel Kikwale, urged local authorities to allocate special industrial zones.
“Investors should operate in designated areas to avoid environmental problems and protect public health,” he said.
NEMC stressed that it supports investment in Tanzania, but all investors must follow environmental procedures, including conducting an Environmental Impact Assessment and obtaining an environmental certificate before starting operations.
The inspection involved NEMC experts led by Engineer Mwamila, along with leaders from Vikindu Ward and local government officials.
