The Government has called on all local councils in Tanzania to prepare plans and budgets that deliver real results, ensure accountability, and maximize efficiency.
These plans should also support the country’s long-term development priorities, including the National Development Vision 2050 and the National Development Plan.
The appeal was made today, February 17, 2026, in Dodoma by Mr. Sospeter Mtwale, Deputy Permanent Secretary of the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG).
He spoke during a working session with regional assistant secretaries in charge of planning and coordination, along with heads of planning departments from all mainland councils.
Mr. Mtwale stressed that councils must align their budgets and plans with national priorities, including Vision 2050, the five-year National Development Plan, the Chama Cha Mapinduzi (CCM) Election Manifesto, and other strategic local plans.
He explained that this meeting comes at a crucial time, as the Government works on planning, preparing, and implementing programs and budgets to ensure public resources are used effectively and citizens receive better services.
On implementing the Five-Year National Development Plan, Mr. Mtwale emphasized strong coordination between the Central Government, Regional Secretariats, and local councils.
This coordination ensures that development projects produce tangible results that citizens can see and that they help drive local economic growth.
He also encouraged councils to use research, innovation, and evidence-based data in planning and budgeting.
“I urge you to continue conducting practical research, developing local solutions based on your communities’ needs, and using these findings to guide planning and budgets. This will improve the success and impact of programs and projects,” he said.
By focusing on results, accountability, and innovation, local councils can better serve citizens and contribute to Tanzania’s long-term vision for development.
