Arusha Regional Commissioner Amos Makalla has launched the registration and issuance of Universal Health Insurance cards to 12,741 households, marking an early phase in the implementation of President Samia Suluhu Hassan’s pledge to expand access to healthcare for all Tanzanians.
The launch, held on February 3, 2026, at Ngarenaro Ward offices in Arusha City, targets vulnerable households identified under the Tanzania Social Action Fund (TASAF), as the government begins rolling out the universal health insurance programme with a focus on low-income groups.
Speaking at the event, Mr Makalla said the initiative reflects the practical implementation of President Samia’s vision to ensure access to healthcare, particularly for disadvantaged groups, within her first 100 days of renewed priorities.
“This is a historic day and part of the reforms taking place in our country. It is the fulfilment of the President’s commitment that within 100 days, special groups and underprivileged households would begin accessing health insurance,” Makalla said. “Today’s launch is clear evidence that the promise has been delivered.”
He said that in Arusha Region alone, a total of 56,963 beneficiaries are expected to benefit from the initial phase of the Universal Health Insurance programme, which aims to reduce out-of-pocket health expenses and improve access to medical services.
Ngarenaro Ward councillor Abdulaziz Chande, popularly known as Dogo Janja, thanked President Samia for implementing the pledge, describing the scheme as a critical intervention for residents who struggle to afford medical care.
“This health insurance will be a lifeline for many citizens, especially the elderly and those with limited economic means,” he said.
The Universal Health Insurance initiative is part of the government’s broader health sector reforms aimed at expanding coverage, improving equity in access to services, and strengthening social protection for vulnerable populations.
