Shemdoe endorses fast-track plan for Morogoro RC office completion

The Prime Minister’s Office for Regional Administration and Local Government (POM-RALG) has endorsed a fast-track strategy to complete the Morogoro Regional Commissioner’s Office, marking a renewed push to resolve delays that have stalled the project for nearly two years beyond its original deadline.

The Minister of State at POM-RALG, Prof. Riziki Shemdoe, has approved a strategic implementation plan aimed at ensuring the project is completed by June 7, 2026, earlier than the previously revised target of July 2026.

The plan was presented by Morogoro Regional Administrative Secretary Dr. Mussa Ali Mussa, the contractor MCB Company Ltd, and the supervising consultant, the Tanzania Buildings Agency (TBA), in line with directives issued by the minister during an inspection tour in Morogoro on January 17, 2026.

During that visit, the minister raised concerns over slow construction progress despite the absence of funding challenges, prompting him to order the project’s key stakeholders to develop a clear and time-bound recovery plan within one week.

Officials say the approved roadmap sets out stricter milestones, enhanced supervision mechanisms, and clearer accountability structures designed to prevent further delays and restore momentum to the project.


Construction of the Morogoro Regional Commissioner’s Office began on May 27, 2022, and was initially scheduled for completion by May 26, 2024

The missed deadline has drawn attention to weaknesses in contract execution, project oversight, and coordination among implementing agencies.

The outcome of the revised completion plan is expected to serve as a broader indicator of the government’s ability to tighten controls over public infrastructure projects, enforce performance standards among contractors, and strengthen delivery discipline across regional development initiatives.
