President Mwinyi opens Mwanakwerekwe Flyover assures fair compensation

Zanzibar President and Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi, has assured citizens that the government will fully and fairly compensate all people who gave way to development projects in their areas, stressing that no citizen will be denied their legal rights.

Dr. Mwinyi made the statement on January 6 during the inauguration of the Dr. Hussein Ali Mwinyi Flyover at Mwanakwerekwe in the Urban West Region. 

The opening of the flyover was part of activities marking the 62nd Anniversary of the Zanzibar Revolution.

He said the government understands the concerns of citizens affected by development projects and has already formed a special committee to verify and assess compensation claims. 


The committee’s task, he explained, is to ensure transparency and fairness so that every affected citizen receives what they are entitled to in line with the law.

The President emphasized that quality infrastructure, especially roads, is a key driver of real development that directly benefits citizens by easing transport, reducing travel time and improving access to economic opportunities. 

He called on residents to continue cooperating with the government by allowing development projects to proceed for the greater public good.

Dr. Mwinyi noted that projects such as roads, bridges and flyovers increase the value of land and houses, bringing long-term benefits to communities. 


He said such investments are meant to improve daily life and support economic growth at household and national levels.

Describing the flyover as a historic milestone, the President said it reflects a leadership approach focused on delivering visible and lasting benefits to citizens. 

He urged the public to protect the infrastructure and avoid building in road reserve areas, which are designated for essential services including water, electricity and communication networks.


He added that the government is continuing to invest in major infrastructure projects, including the Mangapwani Integrated Port, the Mpiga Duri–Shumba Port and the planned construction of the Wete Port. According to Dr. Mwinyi, these projects aim to strengthen Zanzibar’s economy, create jobs and improve livelihoods.

Minister for Construction and Transport Dr. Khalid Salum Muhammed said the road sector has undergone major improvements under President Mwinyi’s leadership, resulting in better and safer transportation for citizens across Zanzibar.

Presenting technical details, the Permanent Secretary in the Ministry of Construction and Transport, Engineer Ali Said Bakari, said the Dr. Hussein Ali Mwinyi Flyover was constructed by CCECC at a cost of TZS 23.7 billion, marking a significant public investment aimed at improving mobility and urban development.
