Mmuya pledges faster land deeds for eligible landowners

The government has reaffirmed its commitment to ensuring that every citizen who legally qualifies for land ownership receives a title deed, as part of broader efforts to strengthen property rights and improve service delivery.

Deputy Minister for Lands, Housing and Human Settlements Development, Kaspar Mmuya, said he will personally oversee the process to guarantee that all eligible landowners obtain their title deeds without unnecessary delays.

Speaking on January 28, 2026, during the ongoing Special Land Clinic at the Dodoma Regional Lands Office, Mmuya noted that many citizens have completed the required procedures but have waited for a long time to receive their ownership documents. 

He stressed that timely issuance of title deeds is essential for protecting citizens’ rights and enabling them to use their land for development and economic activities.

He urged land sector professionals to intensify public education on proper land use and the procedures for obtaining title deeds, saying better awareness will help curb unplanned settlements and construction that violates approved land-use plans.


Mmuya said the Sixth Phase Government, under President Dr. Samia Suluhu Hassan, continues to enforce land ownership rights in practice by expanding access to deed services across the country. 

He added that the Ministry, led by Minister Dr. Leonard Akwilapo, has introduced a 14-day fast-track strategy to ensure all eligible residents in Dodoma City receive their land title deeds, a move aimed at improving efficiency and safeguarding citizens’ legal interests.

Earlier, Permanent Secretary at the Ministry, Engineer Anthony Sanga, said landowners who have completed all ownership requirements should be issued their title deeds without delay. 

He cautioned land officers against redirecting citizens seeking assistance to other offices, insisting that public servants must take responsibility for resolving citizens’ concerns directly.

On the first day of the exercise, more than 150 land title deeds were issued. Beneficiaries, including Edward Aloyce and Colletha Magema, welcomed the initiative, saying it has simplified the process of securing legal land ownership.

The Special Land Clinic in Dodoma, which focuses on issuing land title deeds, is scheduled to run for 14 days from January 28 to February 10, 2026.
