Zanzibar President strengthens governance with key board appointments

President of Zanzibar and Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi, has announced new leadership appointments across several government agency boards, a move aimed at reinforcing governance and strategic oversight in critical sectors.

The appointments, effective immediately, place experienced leaders at the helm of major institutions. Makame Hasnuu Makame, currently Managing Director of the Zanzibar Shipping and Handling Company (SHIPCO), has been appointed Chairman of the Board for the Zanzibar Maritime Authority (ZMA), bringing extensive experience in maritime operations. 

In the energy sector, Sultan Said Suleiman, who also serves as CEO of the Zanzibar Housing Corporation (ZHC), will lead the Zanzibar Electricity Corporation (ZECO) as its board chairman, guiding the utility’s strategic direction.

Juma Burhan Mohamed, director of the Zanzibar Economic Empowerment Agency (ZEEA), has been named Chairman of the Zanzibar Airports Authority (ZAA), where his leadership is expected to enhance airport management and operations. 

In the water sector, Dr. Maudline Cyrus Castico, a retired minister of the Revolutionary Government of Zanzibar, takes over as Chairman of the Zanzibar Water Authority (ZAWA), while Dr. Idrissa Muslim Hija, a retired government secretary, will steer the Zanzibar Port Authority as its board chairman.

The Secretary of the Revolutionary Council and Chief Secretary of Zanzibar, Mhandisi Zena A. Said, confirmed the appointments, emphasizing that these decisions reflect the government’s commitment to strong, effective governance across institutions that are pivotal to Zanzibar’s development and service delivery.
