Zanzibar President appoints new Regional Commissioners and Deputy Secretaries

President of Zanzibar and Chairman of the Revolutionary Council, Dr. Hussein Ali Mwinyi, has appointed new Regional Commissioners and Deputy Permanent Secretaries in the Revolutionary Government of Zanzibar, signaling a renewed focus on strengthening leadership and service delivery across the islands.

The appointments, which took effect on December 15, 2025, include Mhe. Moh’d Ali Abdallah as the new Regional Commissioner for Mjini Magharibi. 

He previously served as District Commissioner for Unguja, bringing extensive administrative experience to his new role. Mhe. Cassian Gallos Nyimbo has been named Regional Commissioner for Kaskazini Unguja, having previously served as District Commissioner for Magharibi “A” in Unguja. 

In Pemba, Mgeni Khatib Yahya assumes the position of Regional Commissioner for Kaskazini Pemba after serving as District Commissioner for Chake Chake.

In key ministry positions, Ndg. Hawwah Ibrahim Mbaye has been appointed Deputy Permanent Secretary in the Ministry of Technology, Communication, and Innovation. 

She formerly served as Deputy Permanent Secretary (Communications) in the Ministry of Construction, Communication, and Transport. Dkt. Said Seif Mzee has been reappointed as Deputy Permanent Secretary in the Ministry of Trade and Industrial Development, continuing his work in promoting trade and industrial growth.

All appointees are scheduled to take their oaths on Wednesday, December 17, 2025, at 8:00 AM at the State House in Zanzibar. 

The appointments reflect the government’s commitment to reinforcing leadership at both regional and ministerial levels, with the aim of enhancing governance, public service delivery, and socio-economic development across Zanzibar.
