The Government of the United Republic of Tanzania, in partnership with the Revolutionary Government of Zanzibar, has conducted a one-day workshop to strengthen cooperation with new Development Partners and senior policy directors.
The initiative aims to deepen understanding of national development procedures, policies, and strategies, while ensuring effective implementation of the Development Cooperation Framework (DCF) in the country’s development projects.
Speaking at the workshop held at the Small Treasury Conference Hall in Dar es Salaam, Commissioner of External Finance, Office of the President, Finance and Planning – Zanzibar, Mr. Yussuf Ibrahim Yussuf, said the session reflects the governments’ commitment to strong, transparent, and accountable partnerships.
“Both the Union and Zanzibar governments are committed to building partnerships with Development Partners that align with national priorities and promote transparency and accountability. This workshop is a vital step towards realizing the Tanzania 2050 and Zanzibar 2050 Development Visions,” he said.
The workshop provided participants with insights into the policy environment, institutional frameworks, and procedures that govern development aid in Tanzania.
Key topics included the Development Cooperation Framework, the Government Budget Cycle, 2050 Development Visions, and guidelines for project preparation, implementation, management, and aid negotiations.
Mr. Yussuf highlighted that tackling climate change and adapting to rapid technological growth requires close collaboration and effective management of climate finance through dedicated units.
He emphasized the need for efficient public financial management, greater transparency, and oversight of budget allocations.
“Development cooperation also covers infrastructure, transport, energy, water, and digital technologies. Technical support, particularly in digital innovations and artificial intelligence, is crucial to enhancing service delivery and economic competitiveness,” he added.
He noted that the success of development partnerships depends on clear communication, shared understanding of national policies, and alignment of assistance with government priorities and budget cycles.
“We highly value our Development Partners. Their financial, technical, and intellectual contributions are critical to our nation’s progress,” Mr. Yussuf said.
The workshop brought together Development Partners, Directors of Policy and Planning from the Union government, and Directors of Policy, Planning, and Research from Zanzibar.
It was organized by the Ministry of Finance through the Department of External Finance to enhance the efficiency of mobilizing and managing external resources and ensure positive outcomes in the implementation of development projects.
