REA director urges new tender board on compliance

Dodoma, May 15, 2025 — The Director General of the Rural Energy Agency (REA), Engineer Hassan Saidy, has urged the newly appointed REA Tender Board to execute its responsibilities with integrity, professionalism, and strict adherence to the Public Procurement Act, its regulations, and prescribed procedures.

Speaking at a farewell ceremony held in Dodoma for the outgoing Tender Board whose three-year term has come to an end Eng. Saidy emphasized the importance of compliance and ethical conduct in public procurement.

“I congratulate the newly appointed members of the Tender Board. However, I must stress the need for strict compliance with procurement laws, regulations, and procedures to ensure effective and accountable decision-making,” he said.

Eng. Saidy extended his heartfelt appreciation to the outgoing Board for its dedication and exemplary performance throughout its tenure. 

He highlighted the central role of the Tender Board in institutional governance and called on new members to honor the trust placed in them.

“The Tender Board is a vital component in the agency’s procurement and operational structure. Being appointed to serve means you are trusted to uphold transparency and responsibility never stray from the rules,” he emphasized.

He also commended the Procurement Unit for its outstanding support and urged its members to deepen their understanding of procurement legislation to further enhance value-driven and compliant procurement processes.

Speaking on behalf of the outgoing board, its Chairperson, Engineer Advera Mwijage who will continue to serve in the newly reconstituted board expressed gratitude to the Director General and the Procurement Unit for their unwavering support and collaboration.

“I thank my fellow outgoing board members for their teamwork and commitment. We worked diligently to ensure procurement activities were carried out in strict adherence to the law and prevailing guidelines,” said Eng. Mwijage.

Earlier in the ceremony, the Board Secretary and Head of Procurement at REA, Mr. Mapesi Manyama, clarified the legal framework guiding the establishment of institutional tender boards.

“Tender Boards are established and operate under Section 32 and Schedule 2 of the Public Procurement Act of 2023, along with its 2025 Regulations,”
