The Deputy Minister in the President’s Office – Regional Administration and Local Government (Health), Dr. Festo Dugange, has directed local government authorities with adequate financial capacity to recruit staff on a contractual basis to help address the shortage of personnel in Local Government Authorities (LGAs).

Dr. Dugange issued the directive to council directors across the country while closing the 15th Annual Meeting of the Local Government Reform Association of Tanzania (TOA), held over two days at the Dodoma City Council Hall in the Government City of Mtumba, Dodoma.

“The President’s Office – TAMISEMI issued special guidelines on the recruitment of contract staff, particularly for the education and health sectors. Regional Administrative Secretaries must ensure that council directors implement these guidelines accordingly,” emphasized Dr. Dugange.

He added that the government has invested heavily in the construction of dispensaries, health centers, district hospitals, and schools across the country.

While permanent staff recruitment continues in phases, councils that generate sufficient local revenue are encouraged to hire contract workers to ensure these facilities are operational and deliver essential services to the public.

Dr. Dugange further stressed that the President’s Office – TAMISEMI is confident that if all staff under its jurisdiction perform their duties with diligence and efficiency, the government’s overall service delivery performance could exceed 90 percent, as TAMISEMI’s responsibilities directly affect the lives of the majority of Tanzanians.

On her part, the Director of Regional Administration at TAMISEMI, Ms. Beatrice Kimoleta, reaffirmed the Ministry’s commitment to working closely with the Local Government Reform Association (TOA) to strengthen its capacity and support the full implementation of its mandate.
