EAC Council of Ministers meeting kicks off in Arusha

The East African Community (EAC) Council of Ministers meeting commenced today, April 22, 2025, at the EAC Headquarters in Arusha, Tanzania. 

The meeting, which will run until April 25, 2025, is a significant event for the regional bloc as it seeks to address key issues and strengthen cooperation among the member states.

The meeting is structured in three phases. The first phase will involve the experts’ session, scheduled for April 22 and 23, 2025. 

This phase is critical as it brings together technical specialists from various EAC member states to review documents, policies, and proposals that will later be presented to higher-level officials. 

“The role of the experts is to ensure that all the technical aspects of the proposals are well-examined before they are passed to the Permanent Secretaries and the Ministers for final decisions,” said Dr. James Nyang, a senior policy advisor for the EAC. 

“Their work is fundamental to ensuring that every recommendation is well-grounded in the realities of our region’s development needs.”

Following the experts’ discussions, the second phase of the meeting will take place on April 24, 2025, involving the Permanent Secretaries of the EAC member states.

 This session will focus on reviewing the expert recommendations and finalizing documents for presentation to the ministers.

 “As Permanent Secretaries, our responsibility is to facilitate the decision-making process by ensuring that the recommendations align with the broader objectives of the Community,” remarked Mrs. Sarah Njoroge, Permanent Secretary of Kenya's Ministry of East African Community Affairs.

 “We aim to support the Ministers in making informed, effective decisions that will foster regional integration.”

The final phase of the meeting, scheduled for April 25, 2025, will bring together the EAC ministers from the member states. 

The ministers will deliberate on the proposed recommendations and documents from the experts and Permanent Secretaries, ultimately adopting policies that will guide the region’s development over the next year.

 One of the major items on the agenda is the approval of the budget plan for the 2025/2026 financial year. 

This budget is pivotal, as it will allocate resources to various EAC initiatives, including regional infrastructure projects, trade facilitation, and capacity-building efforts.

“The approval of the budget is always a milestone in our work as ministers,” said Hon. Peter Mutiso, the Minister of EAC Affairs for Tanzania.

 “It is an opportunity for us to align our financial resources with the strategic goals of the Community, ensuring that we have the necessary funding to achieve our integration objectives and promote sustainable growth.”

The EAC Council of Ministers meeting is a vital platform for advancing regional cooperation and integration. 

As the meeting progresses over the next few days, key decisions are expected to be made, particularly regarding the budget and other strategic initiatives for the 2025/2026 period. 

With regional integration at the heart of its mission, the East African Community is working to create a unified region that promotes peace, prosperity, and sustainable development for all its citizens.

“Strengthening cooperation within the region is not just a matter of policy, but of collective will,” said Dr. Nyang. 

“The decisions made here will have far-reaching impacts, and it is up to all of us to ensure that we remain focused on our shared goals of regional prosperity.”
